The before and after of my neighbor's yard over 6 weeks was wild

My neighbor Bob spent every Saturday for a month blowing leaves from his lawn into a pile, then just left them there. He was gone for work, so after 3 weeks the pile turned into a muddy, rotting mess that smelled awful. Then on week 4 he came out with a tarp and a shovel, hauled it all to the curb, and laid down fresh pine straw in one afternoon. The difference was like night and day, but I still can't figure out why he let it sit that long. Has anyone else had a neighbor do something weird like that with yard work?

Sat with my friend Jen last spring watching her neighbor bag up every single dandelion in his yard by hand. Took him like four hours and the wind just blew seeds from next door right back the next day.

I mean, he probably just really hates dandelions, I get that.
