The guy next door just built a shed right on the property line

He started last Tuesday, and by Friday there was a whole 8x10 foot shed with its back wall maybe two inches from the line. I checked the town rules online, and it clearly says you need a 5 foot setback from any side property line for an accessory structure. When I brought it up, he said, 'It's on my land, I can do what I want,' and that his last place didn't have those rules. But that's the whole point, right? We all live under the same local codes. I'm not trying to start a war, but now I can't even walk along that side of my yard without feeling like I'm in his space. Do you think I should just let it go, or is this worth a call to the town zoning office? Has anyone had a neighbor just ignore the setback rules like this?

My buddy had a neighbor put up a fence like six inches over the line. Town made him tear the whole section out, it was a whole thing.

Seriously, call zoning. My friend's neighbor had to move his whole garage.

What if he just didn't know the rules here? @green.grant's story sounds like a headache for everyone.
