Found out my utility company charges a $14 fee just to set up autopay

I was setting up my electric bill on autopay last week because I keep forgetting the due date. Got to the last page and there it was, a $14.95 "enrollment convenience fee" for recurring payments. Who charges people extra to pay them on time? I called and the rep said it's been like that since 2021. I did the math, that's almost $180 a year just to use their own website. Ended up mailing a check instead, zero fee. Has anyone else run into this kind of charge with their utilities?

Is that fee even allowed, or did they just sneak it past the state utility board?
