It's annoying when your efforts go unnoticed (and someone else gets the praise).

At my previous company, the policy was to email all suggestions before meetings. It added so much extra time to every project. I get why they want a record, but it stops talk from happening right away. Having to do that just to prove you had an idea first is exhausting. It makes you feel like your word isn't enough. I hope your boss sees how this slows things down.
