The parking situation at 16th Street Mall is making my tenants bail

I own a small retail unit near the 16th Street Mall and I swear the new construction has killed foot traffic. I went down there Tuesday to check on my tenant's bakery and the sidewalk is a maze of barriers, you cant even see the storefront from the street. They said sales are down 40% since they started the utility work back in June. Anyone else seeing tenants ask for rent relief because of the construction delays, or is it just my block?
