Tried planting 3 trees on my sidewalk strip last spring and the city came by to rip them out

Last April I put in three little maples along the curb in front of my house in Denver. Watered them every evening, put mulch around the bases, felt real good about it. Then some guy from the city shows up three weeks later with a shovel and says they have to go because of the "sight line ordinance." I asked him what sight line needs protection between my house and a fire hydrant. He just shrugged and said it's the rule. What's the point of climate action if local rules stop you from adding a single tree?

Could just wait until after the new ones grow big enough to hide the next ones you plant. A little guerrilla gardening under cover of darkness works wonders.

Why not just let the first round do their thing and layer the new ones in between the old ones? That way you get a natural look where the big plants slowly get replaced without anyone noticing. It takes some patience but avoids the whole sneaking around at night thing.

Follow city rules if you don't want fines later.
