Can we talk about people who think a 10 PM noise ordinance is a suggestion?

My neighbor in the duplex throws a loud party every Friday, and the bass starts shaking my pictures at 10:15 like clockwork. I called the non-emergency line three weeks in a row, and the officer told me they can't do much until after 11 PM because it's a 'first warning' situation. It feels like the rule is only there to punish people who complain, not to actually keep things quiet. Has anyone else had to deal with this weird grace period where the law is on the books but not really enforced?

Serious question, did you ever try to glue a paperback back together instead of rebinding it?

Had a 1970s sci-fi novel with a cracked spine, and I tried book glue from the craft store first. It held for about two weeks before it split again, right along the old fold. Anyone have a better fix for a quick repair that actually lasts?

My dad insists on keeping a landline for emergencies, but I haven't had one since I moved out in 2015.

He says cell towers can fail, but I think my smartphone with multiple apps and a portable charger is a better safety net, so what's your take on this generational security blanket?

PSA: The day a perm went completely sideways

Honestly, last Thursday was a mess from the start. A regular came in for a spiral perm and her hair just would not take the solution, even after leaving it on for the full 25 minutes. It was like her hair was coated in something, but she swore she hadn't used any product. Ended up having to redo the whole thing with a different brand of rods, which took over 4 hours total. Has anyone else had a perm just totally refuse to process on what seemed like normal hair?

I used to bang on the wall when my neighbor's bass was too loud at 2am.

After six months of this, my other neighbor told me it just made them turn it up more because they thought I was dancing. Now I just call the non-emergency line after the first warning, and it's been way better. Does anyone have a good way to talk to someone who just doesn't care about noise?

After a year of chasing $500 gigs that burned me out, I set a hard rule last month. It forces me to find better projects and actually value my time. Anyone else set a floor like this and have it backfire at first?
