The cloud cover and water on the surface can cut efficiency down to maybe 10-25% of their normal capacity. The real engineering win is that they're built to keep working safely in those harsh conditions, not that the weather doesn't matter. The power generation takes a major hit, but the systems are designed so that hit is temporary and doesn't damage the equipment.
